Criteria for the selection of an Implementing Agency
The Implementing Agency shall serve as the catalyst in providing various interventions to different key players within a given project locality. The Implementing Agency is expected to fast track the implementation of the project, provides narrative and financial report. Hence the Implementing Agency will be selected based on the following criteria:
- Project Management Capability. Demonstrate strong leadership in ensuring that projects are implemented effectively and efficiently as stipulated in the plan. Has on-going or previous experience in managing similar projects in a given locality.
- Capacity for Reporting. Good track record in submitting both the narrative and financial reports based on the agreed format and schedule.
- Internal resources/System/Staffing. Existence of working structure, competent personnel and built-in financial management systems and policies to ensure proper implementation of the project.
- Legal Accountability. Must have a juridical personality to enter into agreements. May either be a SEC registered or accredited with any government entity.
- Membership Affiliation. Must be an affiliated member of any reputable development NGO network, preferably CODE-NGO.
- Has established relationship with LGUs of identified project sites
