SPECIAL COURSE IN URBAN AND REGIONAL PLANNING

In line with the DFID project Institutionalising Local and National Partnerships to Address Urban Poverty and Homelessness in the Philippines, PHILSSA through ALTERPLAN organized a training entitled Special Course in Urban and Regional Planning: Rationalizing the Local Planning System – Focus on CSO Participation last April 1-3, 2009 at UP Diliman. This short course is customized by the UP School of Urban and Regional Planning for PHILSSA. Participants include Lead NGOs of the pilot and partner cities of the DFID project, partner Pos and LGUs in the pilot and partner cities, consortium partners in the regional clusters and PHILSSA BOT members and project staff.

 The  3-day training had provided PHILSSA’s implementing agencies for the DFID project and their partner people’s organizations with knowledge and skills useful for agenda-setting, advocacy and participation in local development planning, particularly the Comprehensive Development Plan, Comprehensive Land Use Plan and City Shelter Plan. At the beginning of the training, a Pre-Training Cognitive-Level Self-Assessment was given to the participants to determine their knowledge level on the course.

Professor Ernesto Serote, Director for Training of UP SURP was the main resource person of the training. He gave lectures and demonstrations on the Rationalized Local Planning System focusing on the planning processes, LGU authority levers and plan integration, Local Development Indicators and Statistical Compendium, Problem-Solution Finding Framework and Structuring Policy Interventions.

Other resource persons were Ms. Priscella Mejillano of DILG Ms. Divina Luz Lopez and Ms. Sarah Redoblado. They discussed about the Structures and Mandates of the Rationalized Local Planning System, The Development Sectors and City Shelter Planning respectively.

At the end of the sessions, a post- training self assessment was administered to the participants to see how much they have learned from the training. The activity ended with the distribution of certificates to the participants.
